Finance Department

The Finance Department is responsible for all issues surrounding tax bills, water bills, accounts receivable and accounts payable.  We also assist Council in the preparation of the annual budget.

NOTICE TO THE RATEPAYERS

In accordance with the Municipal Act, R.S.O. 2001, Section 300, every municipality has to notify their taxpayers of improvements in the efficiency and effectiveness of the delivery of services and what barriers were identified.

Efficiencies and Effectiveness of Service

  1. We established a capital works program early to capture savings
  2. We undertook various studies to assist in the current needs and the future needs of the municipality e.g.: a growth management study, developers charges study, recreation management study, water rate study, commercial growth
  3. We encouraged partnerships with residents (volunteerism)
  4. We continued to develop a tri-part partnership for policing with the surrounding municipalities
  5. We continued joint-use agreements with neighbouring municipalities, ie: library, fire and recreation
  6. We continued with the pilot project with the County for waste management by increasing recycling materials and changed diversion days for the summer to one weekend per month

Barriers Encountered

  1. Every year there is a reassessment of properties which effects the tax rates depending on the increase/decreases in classifications
  2. The Council has no control of the outside agencies increasing their levies (i.e.: NVCA)
  3. The Council has no control of the increased operations costs, i.e.: insurance, fuel, utilities
  4. The implementation of Oak Ridges Moraine Guidelines which is downloaded from the Province
  5. Evaluating the work load of staff as new regulations are being drawn up by the Provincial and Federal Governments
  6. The short notice given to Council to apply for grants and to find ways to come up with the municipal share of money

How are we going to overcome these barriers?

  1. We look at a two year forecast for budgeting process
  2. We review our user fees
  3. We look at front-end agreements for future growth and servicing
  4. We continue to review our municipal studies, pressures and growth patterns to maximize net benefit
  5. We continue to provide education to staff to keep up with the new legislation

Water Certificate Fee:  $75.00
