PLANNING STAFF:

Director of Growth and Development:  Jim Hosick

The Director of Growth and Development and Department Head oversees the orderly management of development within the Municipality and serves as a liaison between development interests and the Township.

Director of Planning:  Gerry Caterer

Director of Planning, Gerry Caterer oversees the general working of the Department, drafts policy documents and is the Secretary/Treasurer for the Committee of Adjustment.

Planning Assistant:  Geri Cale

Administrative Assistant, Geri Cale provides planning information to the public and assists in processing all planning applications and general correspondence.

The Planning Department is regulated by several layers of government.

For example

The Provincial Government through such legislation as the Ontario Planning Act, Oak Ridges Moraine Conservation Act, Places to Grow Act, Strong Communities Act and Provincial Policy Statement.
Upper Tier Municipality (County of Simcoe) through the Official Plan for the County of Simcoe.
Lower Tier Municipality (Township of Adjala-Tosorontio) through the Municipal Official Plan, Comprehensive Zoning By-law, Site Plan Control By-law and any other municipal by-law pertaining to planning issues.
Other independent agencies such as the School Boards (the Education Act) and Conservation Authorities (the Conservation Authorities Act) are governed by Provincial Acts and are not regulated by the Municipality.

All policies of the Municipality are required to be in conformity or be brought into conformity with the policies of the upper levels of government.

All lands within the Municipality are subject to the Official Plan policies which are implemented through the Comprehensive Zoning By-law.  In most instances a building permit is required for any construction or renovation of structure which usually must receive approval by the Planning Department.  However, should a building permit not be required, compliance with the policies of the Official Plan and requirements of the Comprehensive Zoning By-law still must be met.  Should you be planning any construction project, please contact the Planning and Building Departments to determine the approvals needed.

Development such as plans of subdivision which comply with the policies and requirements of the Municipality are adopted by Council and then forwarded to the County of Simcoe for final approval.  Plans of Subdivision require the developer to enter into a Subdivision Agreement to address all the requirements of the Municipality and any other agencies and must post securities to cover the cost of the works for the subdivision (paving of roads, construction of ditches, construction of any stormwater management facilities, water line installation, hydro line installation, etc).

Should any proposed development not conform with the policies of the Official Plan or the requirements of the Zoning By-law, application can be made to amend these policies or requirements.  This application is circulated to residents within a defined area of any agency as required by the Planning Act.  The application and all supporting documentation as required is reviewed by Municipal staff or consulting agencies and a report is prepared for councils review in order to assist Council in making a decision on the application.

The Committee of Adjustment appointed by Council consists of two Council members and three area residents.  This Committee makes decisions based on the policies of the Municipality and the Ontario Planning Act for consent applications (severance of land, easements, etc.) and minor variance applications (provides relief from a requirement under the Zoning By-law.  This Committee currently meets the first Wednesday in the first full week of the month at 7:00 p.m. in the municipality council chambers.
